Subdistrict No. 6 Alamosa-La Jara Response Area- Petition Drive About to Close

Under the Division of Water Resources' proposed groundwater rules, which were filed with the Court in September 2015, non-exempt wells in Division No. 3 will be required to either join a subdistrict, obtain an individual plan for augmentation, or cease the non-exempt use of the well.  It is very important for non-exempt well owners to understand their options under these proposed rules.

Over the past year and a half the District has been gathering petitions from non-exempt well owners in the Alamosa-La Jara Response Area, also known as Subdistrict No. 6, which is located in parts of Alamosa, Conejos, and Rio Grande Counties, who wanted to be included in the subdistrict.  The Alamosa_La Jara Response Area petition drive is now nearing the end.  The District's staff is currently sending out letters to those non-exempt well owners who have not yet completed a petition to join the Subdistrict, to offer them the opportunity for inclusion.  Any non-exempt well owner in the Alamosa-La Jara Response Area who has not received either a phone call or a letter from the District regarding their non-exempt well should contact the District office immediately to discuss their options.  The District is preparing to file the petition for the formation of Subdistrict No. 6 in the very near future.  Anyone in the Response Area wanting to be included in this Subdistrict should contact the District before February 28th, so staff can prepare the necessary petition(s) for signature.

Subdistrict No. 2 - Notice of Cancellation of Ballots to Elect Members of the Board

A ballot will not be mailed out to Subdistrict No. 2 Members to elect individuals to fill two expiring seats on the Board of Managers for the Subdistrict.  Requests were mailed out to all members of record asking those individuals to send letters of interest, to fill one of two seats, to the District.  The District only received letters from the two individuals who currently hold the seats.  Therefore, a ballot is not necessary and the District Board of Directors did re-appoint Eric Hinton as the At-Large Seat and Harold Stoeber from Voting District No. 2 to another term on the board.

Subdistrict No. 1

The Board of Managers for Subdistrict No. 1 is re-opening a rotational four year fallow program.  There are leftover funds from the 2017 budget to cover additional contracts.  There are limited funds available, so the program is being offered on a first come first served basis.  The deadline to sign-up is April 1, 2018.  For more information please come by or call the district office.

Subdistrict No. 3

The Board of Managers for Subdistrict No.3 are in the process of preparing the Plan of Water Management.  The Plan is currently only in draft form and has not yet been finalized or approved.  To view the most current draft of the Plan, please click here.

Subdistrict No. 4 (San Luis Creek) Formation

The District's request for formation of Special Improvement District No. 4 (Subdistrict No. 4-San Luis Creek Response Area) was approved by Judge Patti Swift and the order creating the Subdistrict was signed on July 21, 2017.

Subdistrict No. 1 Amended Plan of Water Management

The State Engineer has issued approval for the 2nd Amended Plan of Water Management.  This approval covers the administrative revisions described below.  Click here to view the State Engineer's letter.

The Board of Managers for Subdistrict No. 1 have finished their work on drafting revisions to the Plan of Water Management and Appendices.  The revision have been completed in two parts; the first part addresses improving the efficiency of administering the Plan and the second part addresses changes to the budget based variable fee structure.  The revisions can be viewed by following the links below.  The District Board approved the changes on June 28th.  Please check the website periodically for notices regarding the process for revising the Plan of Water Management.

Determining if a Well is an Exempt Well

The Division of Water Resources has provided us with a guide to help determine if a well is exempt or not.  The permit or decree for the well is what needs to be checked against these criteria, as sometimes a well is being used in an exempt manner, but is permitted for non-exempt use.  Click here for DWR's flowchart.

Verification Testing and Installation of Totalizing Flow Meters on Can Pumps or Pivots 

Subdistrict #1 is requesting a verification test for totalizing flow meters installed on can pumps or center pivots utilizing surface water. If a meter is installed on water being pumped by a can pump from a reservoir or ditch system; please advise your tester to use the attached form by clicking here.  If the meter is installed on a pivot to measure both surface water and groundwater together please contact the Division of Water Resources to insure compliance.  Click here to read the letter submitted to all local well testers and  click here for a list of certified well testers
